社会办医疗机构大型医用设备规划配置与监管策略探析

摘　　要：目的:了解社会办医疗机构大型医用设备配置政策及规划执行情况,为在政策准入放宽条件下加强事中事后监管提供循证依据。方法:采用典型抽样和问卷调查法,选取东、中、西部地区6个省份作为研究对象,通过归纳分析政策文件和自制调查表向样本省份卫生健康行政部门收集相关资料。结果:社会办医疗机构大型医用设备准入配置政策逐步放宽,但事中事后监管力度有待提升;样本省份社会办医疗机构大型医用设备配置占比为15.83%;东部地区配置数量高于中部和西部地区,其中配置数量较多的设备主要为1.5T及以上核磁共振成像系统(MIR)和64排及以上X线计算机断层扫描仪(CT)。结论:应着重加强社会办医疗机构大型医用设备事中事后监管评估和全过程绩效评价,优化社会办医疗机构大型医用设备配置标准和公平可及性。Objective:To understand the large-scale medical equipment allocation policy and plan implementation of socially-run medical institutions,and to provide evidence-based basis for strengthening interim and ex post supervision under the conditions of relaxed policy access.Methods:Using typical sampling and questionnaire survey methods,6 provinces in the eastern,central and western regions were selected as the research objects,and relevant data were collected from the health administrative departments of the sample provinces through inductive analysis of policy documents and self-made questionnaires.Results:The policy on the access and allocation of large medical equipment in socially-run medical institutions was gradually relaxed,but the supervision needs to be improved during and after the event;the proportion of large-scale medical equipment allocation in socially-run medical institutions in the sample provinces was 15.83%;the number of allocations in the eastern region was higher than that in the central and western regions In the region,the equipment with a large number is mainly 1.5T and above magnetic resonance imaging system(MIR)and 64-row and above X-ray computed tomography(CT).Conclusion:It is necessary to focus on strengthening the in-process and ex-post supervision evaluation and whole-process performance evaluation of large-scale medical equipment in socially-run medical institutions,and optimize the configuration standards and fair accessibility of large-scale medical equipment in socially-run medical institutions.
