摘  要:目的:明确党支部书记考核的量化指标,探索一套行之有效的党支部书记量化考核体系。方法:以随机抽样方式,向上海市10所公立医院的党务干部、普通党员和群众等各类人群发放问卷816份,回收有效问卷816份。运用Likert 5级评分法对遴选的63项考核指标按重要性进行打分评价。结果:借助平衡计分卡模型,将财务、客户、内部业务、学习与成才4个层面内化为党建工作与业务工作融合、筑牢群众基础、党支部活动与内部管理、党支部可持续发展4个维度,各项指标权重依次为0.2286、0.2486、0.2660、0.2586。结论:建立公立医院党支部书记量化考核评价体系要坚持定性与定量考核相结合、党建工作与业务工作相结合、党内与党外评价相结合的方式,同时要注重动态调整指标,融入日常管理,激发党支部活力,注重考核结果运用。Objective:To explore a set of effective quantitative appraisal systems for the party branch secretary by quantifying their assessment indicators.Methods:This study adopts random sampling to distribute 816 questionnaires to multiple groups including Party cadres,ordinary Party members and the masses in 10 public hospitals in Shanghai.816 questionnaires collected are valid.The selected candidates are asked to score and evaluate the selected 63 assessment indicators based on the five-point Likert scale.Results:With the aid of the balanced scoring model,the four following dimensions of finance,customers,internal business,learning and success are adapted into the integration of party building work and business work,building up the mass foundation,Party branch activities and internal management,and sustainable development of Party branch.The weights of these four new dimensions stand at 0.2286,0.2486,0.2660,and 0.2586 respectively.Conclusions:The quantitative appraisal system for the party branch secretaries of public hospitals should use both qualitative and quantitative appraisal,combine party building work and medical work and adhere to the integration of internal and external party evaluation.Meanwhile,public hospitals should pay attention to dynamic adjusting indicators which are dynamically integrated into daily management,so as to inject vitality into party branches.
