摘 要:目的:结合医院功能定位和战略发展需要,构建业务科室主任目标管理考核体系,提升医院内涵建设,促进医院可持续高质量发展。方法:对标国家重大政策,通过头脑风暴法、归纳演绎法确定科室主任目标管理考核方向、维度、基本框架,采用德尔菲法确定各类科室主任考核指标,采用层次分析法计算各级各类指标权重,采用案例分析法对各科室指标进行实测分析,确定各考核指标目标值。结果:构建以高质量发展为导向、针对不同科室特点差异化的业务科室主任目标管理考核体系,其中术科系统包括一级指标7个、二级指标27个;非术科系统一级指标7个,二级指标25个;平台医技类科室一级指标7个,二级指标20〜25个。结论:高质量发展为导向的业务科室主任目标管理考核体系具有一定的科学合理性、可操作性、导向性,可激励科主任主动作为,进一步落实医院的功能定位,提升医院医疗质量与安全、运营效率及员工满意度,优化收入结构。Objective:Combining the hospital's functional positioning and strategic development needs,we constructed a target management assessment system for clinical department directors to promote the implementation of performance assessment in national tertiary public hospitals,enhance the internal construction of hospitals,and promote sustainable and high-quality development of hospitals.Methods:According to the important national policies,the direction,dimensions and basic framework of target management assessment of section directors are determined through the brainstorming method and inductive deduction method,the Delphi method is used to determine the assessment indexes of various types of section directors,the hierarchical analysis method is used to calculate the weights of various indexes at all levels,and the case analysis method is used to conduct actual measurement and analysis of each section index to determine the target value of each assessment index.Results:Construct a clinical department director target management assessment system oriented to high-quality development and differentiated for the characteristics of different departments,which includes 7 primary indicators and 27 secondary indicators for the surgical system;7 primary indicators and 25 secondary indicators for the nonsurgical system;and 7 primary indicators and 20-25 secondary indicators for the platform medical technology class departments.Conclusion:High-quality development-oriented clinical department director target management assessment system has certain scientific rationality,availability and orientation,which can motivate the department director to take the initiative,further implement the hospital's functional positioning,improve the hospital's medical quality and safety,work efficiency and staff satisfaction,and optimize the income structure.
