事业单位的地区工资关系研究

摘　　要：由于地区经济发展水平差异、不同地区劳动力市场价格差异、消费品价格以及生活工作条件的差异,不同地区工资存在一定差别是无法避免的。新中国成立以来,我国处理事业单位地区之间工资关系可以分为三个时期,不同时期的制度和政策不同,事业单位地区工资关系也呈现出较大的变化,仍未形成科学的处理地区工资关系的制度。目前事业单位的地区之间的工资关系,还是差距过大,且和地区经济发展的走势不吻合,有很多不合理的成分,更重要的是,还没有建立起处理地区之间工资关系的科学制度。下一步,要把处理地区之间的工资关系作为事业单位工资制度改革的重要内容,进一步缩小地区工资水平差异、以市场化方式为主来处理地区工资关系、探索妥善处理地区差别的科学方法和具体形式,事业单位人员工资要和公务员工资有分有合,共同研究,分别实施,逐步建立起新时代处理地区工资关系的制度。Due to the differences in economic development level,price of labor market,price of consumer goods,and living and working conditions among different regions,it is unavoidable that there are some differences a-mong the wages of different regions.Since the establishment of the new China,the evolution of regional wage relations among public institutions can be divided into three periods,in which the system and policies dealing with regional wage relations as well as the regional wage relations of public institutions have witnessed great changes.At present,the regional wage relations of public institutions still have too great gaps,and this is not consistent with the trend of regional economic development.There are many unreasonable factors in this field and,what's more important,a scientific system managing regional wage relations has not been established yet.For the next step,we must treat the regional wage relations as an important content of the reform of public institution wage system,further reduce the wage gap among regions,deal with regional wage relations by marketized means,and explore in the scientific methods and specific forms to appropriately deal with regional differences.The wage of personnel in public institutions and the wage of civil service should be planned as a whole,but there should be some differences between the two.They should be studied together but implemented respectively,so as to gradually establish a scientific system dealing with regional wage relations in the new period.
