摘 要:对安全思维、数据收集和分析、学习,对安全政策之间的关系进行研究,对比分析了现存的2种安全思维模式的特征和优劣,论证了安全思维对数据驱动的决策有重要影响。通过对中国民航飞行品质监控(FOQA)基站监控数据进行分析研究,发现安全Ⅱ型思维能够为分析和学习数据开辟全新的途径,结果表明,收集和分析大量未被利用的数据,用于不安全状态和行为的识别、收集及解释,是了解安全全貌的基础,扩大学习的机会和频次,有助于认识并解决当前系统设计和安全管理的障碍。The relationship between safety thinking,data collection and analysis,learning,and safety policy was investigated.The characteristics and advantages and disadvantages of two existing safety thinking models were compared and analyzed,and it was argued that safety thinking had a significant impact on data-driven decision making. By analyzing and studying the base station monitoring data of Flight Quality Assurance(FOQA),it was found that the Safety-Ⅱ approach could open up a new way to analyze and learn the data. The results showed that collecting and analyzing large amounts of unused data for the identification,collection,and interpretation of unsafe states and behaviors was the basis for understanding the full picture of safety,expanding the opportunities and frequency of learning,and helping to recognize and address current barriers to system design and security management.
