摘  要:基线是指污染环境或破坏生态行为未发生时,评估区域生态环境及其服务功能的状态,是判定损害是否发生以及.损害程度的依据,基线确定是生态环境损害鉴定评估工作的关键环节,科学、客观的确定评估区域的基线水平至关重要。以实际案例为切入点,系统介绍新标准实施背景下在基线水平确定环节如何开展数据的变异性分析和正态分布判定,对采用的格拉布斯检验法和柯尔莫可洛夫-斯米洛夫检验(K-S检验)进行了较为详尽的原理分析和解读。以期为涉及基于对照数据确认基线水平的生态环境损害鉴定评估工作提供借鉴和指导。Baseline refers to the assessment of the state of regional ecological environment and its service function when environmental pollution or ecological damage has not occurred.Baseline determination is a key link in the identification and assessment of ecological environmental damage,and it is very important to scientifically and objectively determine the baseline level of the assessment area.This article takes actual cases as the starting point,and systematically introduces how to carry out data variability analysis and normal distribution determination in the baseline level determination link under the background of the implementation of the new standard,and the Grubbs test and Kolmokov-Smilov test(K-S test)conducted a more detailed principle analysis and interpretation.To provide reference and guidance for the identification and assessment of ecological environment damage that involves the confirmation of baseline levels based on comparison data.
