老镇风貌保护的途径和方法--以上海市宝山区为例

摘　　要：老镇风貌保护作为上海建设卓越全球城市的发展目标,是达到复合社区建设水准的重要环节,是推动区域发展、促进城乡一体化、惠民生、补短板的抓手。文章通过分析老镇历史文化风貌保护存在的问题,提出措施建议:一方面,政府和民间通力合作,促进老镇的可持续发展,建立最严格的监督措施,推动法律、法规和技术规范的修订完善;另一方面,加强重要历史建筑的原真性保护,打造“水脉、绿脉、文脉”三脉相承的风貌特色。The preservation of old town features is an important link to realize Shanghai outstanding global urban development goal and achieve the construction level of complex community,and an effective means to promote regional development and urban-rural integration,benefit people’s livelihood and improve weak links.Measures and suggestions should put forward through the analysis on the existing problems in the preservation of historical and cultural features in the old towns;the government should cooperate with and the people to promote the sustainable development of the old towns,establish the strictest supervision measures,and promote the revision and improvement of laws,regulations and technical specifications;the authenticity preservation of important historical buildings should be strengthened to create special features of water veins,greenways and cultural traditions.
