品管圈在精神专科医院管理实践中的应用研究

摘　　要：目的探讨品管圈活动在精神专科医疗机构管理实践中的必要性、可行性与有效性。方法于2016年4月—2018年11月,在案例医院成立品管圈推进委员会,通过邀请第三方专业机构培训、授课及实地指导等方式,严格按照品管圈4大阶段、10个步骤推进各圈开展活动,完成品管圈终期活动成果报告书并请专家评审成效。结果2016—2018年共开展17个不同主题的品管圈,主要包括合理服药(3个)、医疗质量与安全(5个)、康复治疗(3个)、健康宣教(4个)、病案文书处理(2个)。有形成果方面,通过专家评审结题率100.0%,目标达成率平均值为121.0%,目标进步率平均值为83.2%,实际成效与预期成果相一致。无形成果方面,在圈能力、团队意识与个人能力、质量管理工具的运用和掌握等方面均有明显提升。结论精神专科医院通过开展品管圈活动可提高医疗服务质量,促进医院管理和院科两级管理模式的形成,有助于构建专科医院服务文化和服务品牌,具有较高的可行性和有效性。Objective Exploring the necessity,feasibility and effectiveness of quality control circle(QCC)in the management practice of psychiatric hospitals.Methods The hospital established the QCC promotion committee,and invited the professional institutions to train and guide the practice.The QCC was carried out strictly in accordance with the 4 major stages and 10 steps of QCC.Results From 2016 to 2018,a total of 17 different topics of QCC have been carried out,including 3 for reasonable prescription,5 for medical quality and safety,3 for rehabilitation treatments,4 for health education,and 2 for medical document processing.In terms of fruit formation,the pass rate of expert review was 100.00%,the average rate of goal achievement was 121.04%,and the average target rate of progress as 83.16%.Actual results were in line with expected results.Conclusion The QCC activities could improve the quality of medical services,promote the formation of two-level management model,and help build the specialized hospital service culture and service brand.QCC has high feasibility and effectiveness in the psychiatric hospitals.
