新时代中国特色监察官制度的完善

摘　　要：《中华人民共和国监察官法》的颁布,标志着我国监察官制度初步确立。监察机关作为政治机关的特殊定位以及纪委监委合署办公的特殊设置,形成了具有中国特色的监察官制度。作为我国监察体制改革的重要组成部分,建立监察官制度是反腐败工作向纵深发展的有力保证。立足于我国国情,借鉴历史及域外监察官制度的有益经验,完善监察官选任制度,规范培训制度,加强职业保障,健全监督制约机制,可以有效解决我国监察官制度当前存在的问题,有利于打造一支高素质专业化的监察官队伍,进而完善新时代中国特色监察官制度。The promulgation of the“Supervisor Law of the People’s Republic of China”marks the initial establishment of the supervisor system in China.The special positioning of the supervisory organ as a political organ and the special setting of the joint office of the Discipline Inspection Commission and the Supervision Commission have formed the supervisor system with Chinese characteristics.As an important part of the reform of China’s supervision system,the establishment of the supervisor system is a powerful guarantee for the in-depth development of anti-corruption work.Based on China’s national conditions,drawing on the useful experience of history and the overseas supervisor system,improving the selection and appointment system of supervisors,standardizing the training system,strengthening occupational security and improving the supervision and restriction mechanism can effectively solve the current problems of China’s supervisor system,help build a high-quality and professional team of supervisors and improve the supervisor system with Chinese characteristics in the new era.
