“中国好粮油”产业联盟创新发展模式的构建研究

摘　　要：为了提升优质粮油产品供给水平,“中国好粮油”产业联盟是“中国好粮油”计划全面统筹实施的关键组织,但目前缺乏可推广和移植的产业联盟发展模式,影响了该计划的推进进度。对此,分析现状发现现有产业联盟存在结构松散、缺乏有效激励监督机制和协同创新机制不健全等问题,解决的关键是产业联盟要突破共性核心技术。据此,结合产业联盟现实情况,从匹配参与成员、构建知识共享平台、形成开放型文化、加强绩效考核和完善风险管理5个步骤,构建了“中国好粮油”产业联盟的创新发展模式,并且设计了政府-示范企业-行业协会联动管理机制,来保障该模式落地应用。该模式的理论特点在于形成产业联盟的创新系统和创新文化,并促进产业联盟走上良性可持续的发展路径;实践特点在于改善产业联盟现有的创新形式,并通过产出更多创新成果来对整个产业结构进行调整和优化。In order to improve the supply level of high-quality grain and oil products,the "China good grain and oil" industrial alliance is the key organization for the overall implementation of the "China good grain and oil" plan.However,at present,there is a lack of industrial alliance development model that can be popularized and transplanted,which affects the progress of the plan.In this regard,the analysis of the current situation shows that the existing industrial alliance has some problems,such as loose structure,lack of effective incentive and supervision mechanism and imperfect collaborative innovation mechanism.The key to solve is that the industrial alliance should break through the common core technology.Accordingly,combined with the actual situation of the industrial alliance,this paper constructs the innovative development model of "China’s good grain and oil" industrial alliance from five steps:matching participating members,building a knowledge sharing platform,forming an open culture,strengthening performance appraisal and improving risk management,and designs the government demonstration enterprise industry Association linkage management mechanism to ensure the implementation and application of this model.The theoretical characteristic of this model is to form the innovation system and innovation culture of industrial alliance,and promote the industrial alliance to embark on a benign and sustainable development path;The practice is characterized by improving the existing innovation form of industrial alliance and adjusting and optimizing the whole industrial structure by producing more innovation achievements.
