摘　　要：科技自立自强是大国崛起的必经之路,是新科技革命和产业变革背景下中国共产党强国理念的时代体现,是实现高质量发展和构建新发展格局的重要支撑。新时代科技自立自强的关键是要实现高水平。针对实现高水平科技自立自强存在的问题和面临的突出挑战,要从实现科技自立自强的复杂性、艰巨性和长期性出发,加快完善科技自立自强的战略性、全局性和系统性布局谋划,加强“无人区”科技顶层设计,探索新型举国体制有效路径和发力点;要深化科技体制改革,探索体制创新带动科技创新路径,形成“双轮驱动”效应;要跳出均衡发展误区,集中力量打造创新战略高地;要畅通创新创业产业链,推动科教融合和产学研金融合;要发挥超大规模市场对全球供给的牵引作用,突破科技封锁,避免科技脱钩,从而实现高水平科技自立自强。Self-reliance and self-improvement in science and technology is the essential way for the rise of a great country, the embodiment of the CPC’s concept of strengthening the country under the background of the new scientific and technological revolution and industrial reform, and an important support for realizing high-quality development and building a new development pattern. The key to the self-reliance and self-improvement of science and technology in the new era is to achieve a high level. In view of the existing problems and outstanding challenges in realizing high-level scientific and technological self-reliance, we should proceed from the complexity, arduousness and long-term nature of realizing scientific and technological self-reliance, accelerate the improvement of the strategic, overall and systematic layout plan for scientific and technological self-reliance, strengthen the top-level design of “no man’s land” science and technology, and explore the effective path and starting point of the new national system. We should deepen the reform of the scientific and technological system, explore institutional innovation, drive scientific and technological innovation, and form a “two-wheel drive” effect. it is necessary to jump out of the misunderstanding of balanced development and concentrate on creating a strategic highland for innovation. It is also necessary to unblock the innovation and entrepreneurship industry chain and promote the integration of education and industry-university-research-financial cooperation. We must give full play to the traction effect of the hyperscale market on global supply, break through technological blockades, and avoid technological decoupling.
