摘　　要：人民政协民主监督是完善党和国家监督体系、推进全过程人民民主和国家治理现代化的重要维度。人民政协民主监督有其内在演进逻辑,先后有互相监督、民主监督、政治监督、协商式监督等不同的界定与理解,呈现出独特的历史轨迹和鲜明的中国特色。人民政协民主监督内嵌于党和国家监督体系,是高层次、有组织的监督形式,实现了主体、平台与职能的匹配与契合;是程序性、非实体权力的柔性监督,形成了党和国家监督体系的新层次;是共识性、合作性、建设性的协商式监督,以凝聚共识的形式提升监督效果,对于推进党和国家监督体系的创新和发展具有特殊作用和独特贡献。推进人民政协民主监督的制度建构与功能完善,应秉持以人民为中心的原则,坚持人民政协民主监督的民主价值取向;树立全过程人民民主的理念,健全人民政协的全过程民主监督机制;遵循法治思维和法治逻辑,以法治建设提升人民政协民主监督的权威性;着眼民主监督质效的全面提升,加快人民政协民主监督过程导向的制度建构;致力于监督合力的形成,增强人民政协民主监督与其他监督制度的协同。The democratic supervision of the CPPCC is the core variable to improve the supervision system of the Party and the state and promote people’s democracy as well as governance in the whole process. The democratic supervision of the CPPCC has its internal evolution logic,which has been reflected in the definitions and understandings of the following successive terms:mutual supervision,democratic supervision,political supervision and consultative supervision,showing a unique historical track and distinctive Chinese characteristics. It is embedded in the supervision system of the party and the state. As a high-level and organized form of supervision,it realizes the matching and integration of the institution,platform and function;It is the flexible supervision of procedural and non-entity power,forming a new level of the supervision system of the party and the state;It is a consensus,cooperative and constructive consultation supervision. Improving the supervision effect in the form of consensus has a special role and unique contribution to promoting the innovation and development of the supervision system. To promote the system construction and function improvement of the democratic supervision of the CPPCC,we should uphold the people-centered principle and adhere to the democratic value orientation of the democratic supervision of the CPPCC;establish the concept of people’s democracy and improve the democratic supervision mechanism in the whole process of the CPPCC;follow the principle and logic of the rule of law and enhance the authority of the democratic supervision of the CPPCC with the construction of the rule of law;focus on the overall improvement of the quality and efficiency of democratic supervision,speed up the system construction of the process oriented democratic supervision of the CPPCC;commit to the formation of joint supervision efforts and enhance the synergy between the democratic supervision of the CPPCC and other supervision systems.
