跨区域碳排放协同治理机制与政策设计--基于长三角一体化的案例分析

摘　　要：碳减排是长三角一体化发展的重要内容,更是“碳达峰”“碳中和”目标的要求。为早日达到“双碳”目标,文章基于长三角地区碳排放的实际情况,分析碳减排的压力和潜力,设计跨区域的碳排放协同治理机制,建议将高排放量的五个行业纳入全国碳权交易市场的范围,将个人消费和其他小碳排放源行业纳入碳税的范围。同时,针对长三角区域碳排放协同治理提出碳税政策设计:为减少江苏和安徽的碳减排成本压力,在长三角地区采取“额外碳税”政策;为有效控制江苏的碳排放量,对江苏进行“阶梯碳税”政策;为降低安徽的碳排放强度,对安徽实行相关配套政策,例如明确的奖罚政策、有效的产业转型政策等。Carbon emission reduction is an important content of the integrated development of the Yangtze River Delta,and is also the requirement of the goals of“carbon peak”and“carbon neutralization”.In order to achieve the goal of“double carbon”as soon as possible,based on the actual situation of carbon emission in the Yangtze River Delta,this paper analyzes the pressure and potential of carbon emission reduction,designs a cross regional carbon emission collaborative governance mechanism,and proposes to include five industries with high emission into the scope of the national carbon rights trading market,and include personal consumption and other small carbon emission source industries into the scope of carbon tax.At the same time,the carbon tax policy design is proposed for the collaborative governance of carbon emission in the Yangtze River Delta region:in order to reduce the cost pressure of carbon emission reduction in Jiangsu and Anhui,the“additional carbon tax”policy should be adopted in the Yangtze River Delta region;in order to effectively control the carbon emission of Jiangsu,the“ladder carbon tax”policy should be implemented for Jiangsu;in order to reduce the carbon emission intensity of Anhui,relevant supporting policies should be implemented for Anhui,such as clear reward and punishment policies and effective industrial transformation policies.
