论河北省人才战略的理性选择  

On the Rational Choice of Talent Strategies in Hebei Province

摘　　要：实施河北省人才战略应当考虑三个层面。宏观层面,重点实施河北省“人才强冀”社会发展战略,包括人力资本投资优先战略、人才结构调整优化战略和人才资源整体开发战略,核心是“聚天下英才而用之”,为河北省经济社会发展培养好、发掘好、吸引好、使用好人才。中观层面,重点实施河北省“智慧城市”人才聚集战略,包括明确智慧城市产业的重点发展领域、摆脱智慧城市建设的智能人才困境和加快智慧城市人才的引进培养力度,核心是探索聚集人才、留住人才和用好人才的现代城市发展新路。微观层面,重点实施河北省“乡村振兴”人才发展战略,包括创新人才发展理念、创新人才发展原则和创新人才发展路径,核心是在乡村社会吸引留住用好人才,加强县域农村农业人才队伍建设,推动城乡融合发展。Three levels should be considered in implementing talent strategies in Hebei Province.At the macro level,we should focus on implementing social development strategies of“Strengthening Hebei by Talents”,including the human capital investment priority strategy,the talent structure adjustment and optimization strategy,and the overall development strategy of human resources.The core of these strategies is to cultivate,tap,attract and make good use of talents.At the middle level,we should focus on implementing the“Smart City”talent accumulating strategy,including defining key development areas,adressingthe talent plight,and accelerating talent absorption and cultivation.The core of this strategy is to explore a new path for developing modern cities that can accumulate and make good use of talents.At the micro level,we should focus on implementing the talent development strategy of“Rural Revitalization”by innovating talent development concepts,principles,and paths.The core of this strategy is to attract talents to work in rural areas and strengthen the construction of rural and agricultural talent teamsin county leveland to promote an integrated development of urban and rural areas.
