京津冀地区高雾霾污染产业与经济协调发展的财政政策发展演进研究

摘　　要：随着经济发展进入新常态,高雾霾污染产业与经济协调发展成为重中之重,而财政政策是实现高雾霾污染产业与经济协调发展的重要手段。基于这一现实需要,政府如何利用财政政策来防治雾霾污染成为我国大气环境治理的当务之急。文章运用文献分析法梳理京津冀地区雾霾防治财政政策发展过程的萌芽、起步、发展、完善四个阶段的主要内容及特征;给出了加大财政支持、完善财政政策与其他政策的协调发展,加强财政监管等完善京津冀地区高雾霾污染产业与经济协调发展的财政政策的几点建议,以期为京津冀地区高雾霾污染产业与经济协调发展的财政政策的优化提供一定帮助。As economic development enters a new normal,the coordinated development of high haze pollution industries and the economy has become the top priority,and fiscal policy is an important means to achieve the coordinated development of haze pollution industries and the economy.Based on this practical need,how the government uses fiscal policies to prevent and control haze pollution has become a top priority for my country’s atmospheric environmental governance.The article used the literature analysis method to sort out the main content and stage characteristics of the four stages of the development process of the Beijing-TianjinHebei area haze prevention and control fiscal policy.It provides the coordination of increasing financial support,improving the fiscal policy and other policies;development,strengthening financial supervision and other suggestions.With a view to providing certain measures for the optimization of the fiscal policy for the coordinated development of haze pollution industries and the economy in the Beijing-Tianjin-Hebei region help.
