基于三阶段DEA⁃Malmquist指数的中医药高校R&D投入产出效率分析及对策

摘　　要：目的 分析我国中医药高校的科研效率,评价科研管理工作的现状并提出改进建议.方法 基于2013—2017年的高校科技统计数据,运用三阶段DEA、Malmquist指数测算中医药高校的科研投入产出的静态效率和科研效率的动态变化.结果 我国中医药高校的资源配置效率总体偏低,2013—2017年24所中医药高校仅有4所(16.67%)DEA有效;Malmquist指数动态分析中,24所高校中Malmquist指数大于1的仅有11所(45.83%);三阶段DEA对2017年24所中医药高校进行剔除环境因素处理,24所中医药高校技术效率提高了7.52%,纯技术效率提高了6.93%,规模效率降低了0.14%.结论 中医药高校的资源配置效率总体偏低,缺乏科学的预算,资源配置效率受环境变量的影响具有差异.中医药高校需要优化科研资源配置,提高中医药高校科研效率,构建中医药科研评价体系及科研激励措施,促进成果转化.Objective This paper analyzes the scientific research efficiency of colleges and universities of traditional Chinese medicine(TCM),evaluates the current situation of scientific research management,and puts forward suggestions for improvement.Methods Based on the scientific and technological statistics of colleges and universities from 2013 to 2017,the static efficiency of scientific research input and output and the dynamic change of scientific research efficiency of TCM colleges and universities are calculated by three⁃stage DEA and Malmquist index.Results The resource allocation efficiency of TCM colleges and universities is generally low.From 2013 to 2017,only 4(16􀆰67%)of the 24 TCM colleges and universities were DEA effective.In the dynamic analysis of Malmquist index,only 11(45􀆰83%)of the 24 schools had Malmquist index greater than 1.When the environmental factors of the 24 TCM colleges and universities in 2017 were eliminated by the three⁃stage DEA,the comprehensive technical efficiency was increased by 7􀆰52%;the pure technical efficiency was increased by 6􀆰93%,and the scale efficiency was reduced by 0􀆰14%.Conclusions The overall efficiency of resource allocation in TCM colleges and universities is low,lack of scientific budget,and the efficiency of resource allocation is different affected by environmental variables.TCM colleges and universities need to optimize the allocation of scientific research resources,improve the scientific research efficiency,construct the scientific research evaluation system and scientific research incentive measures of TCM,and promote the transformation of achievements.
