摘  要:采用随机前沿生产函数模型对2007—2016年21所中医药高校科技创新效率进行测算,并分析各投入变量及影响因素的作用,为提升中医药高校科研能力和水平提供政策参考.结果显示,我国21所中医药高校科技创新效率整体一般,学术论文的产出效率为整体下降趋势,发明专利的产出效率为先降后升趋势;中医药高校科研资源配置存在不合理现象,人力与资本投入交互作用抑制科技创新效率的提升;同一影响因素对不同科研成果产出的科技创新效率作用不一致.提出中医药高校应强化科技创新资源投入,并优化资源配置及人员结构.The stochastic frontier production function model is used to measure the sci⁃tech innovation efficiency of 21 colleges and universities of traditional Chinese medicine(TCM)from 2007 to 2016.It is also used to analyze the role of each input variable and influencing factors to provide policy reference for improving the scientific research capacity and level of TCM universities.The results show that the overall sci⁃tech innovation efficiency of the 21 universities of TCM is of average.The efficiency of academic paper output shows a decreasing trend,and the efficiency of invention patent output shows a decreasing and then increasing trend.The allocation of scientific research resources in TCM universities is improper,and the interaction of manpower and capital inputs restrains the improvement of sci⁃tech innovation efficiency.The same influencing factors have inconsistent effects on the sci⁃tech innovation efficiency of different scientific research outputs.TCM universities should increase the investment of sci⁃tech innovation resources,and optimize the resource allocation and personnel structure.
