摘　　要：中国建成了世界上规模最大的社会保障体系,社会保障已成为国家一项根本性社会制度,目前制度改革已进入系统集成、协同高效的新阶段。从系统论和协同学出发,以系统集成为前提的协同高效,通过改善系统结构、加强各子系统之间的联系与交互、优化性能,使整个新系统表现出更高的整体性。长三角社会保障一体化是长三角区域一体化发展中的重要内容,为此,本文围绕长三角社会保障“系统集成、协同高效”的改革思路,提出了社会救助一体化和基本养老保险一体化的改革方案。The largest social security system worldwide has been built in China, and it has become a fundamental social system. Currently, the reform of the social security system has entered a new stage of "system integration, synergetic e ffi ciency". From the perspectives of systems theory and synergistic theory,the synergetic e ffi ciency premised on system integration makes the new system more integrated by improving the system structure and performance, and strengthening the connection and interaction between subsystems.The social security integration is an important part of the integrated regional development of the Yangtze River Delta. In this context, the paper proposes the reform plan for the social assistance integration and the basic old-age insurance integration based on the idea of "system integration, synergetic e ffi ciency".
