后脱贫时代连片特困地区的多维贫困测度与返贫防治——基于南疆四地州的调查数据

摘　　要：后脱贫时代,根据多维贫困最新表现对现有的贫困标准进行修订与提升,对于科学测度我国贫困现实和推进贫困治理具有重要意义。文章基于2019年新疆南疆四地州地区481份有效问卷数据,采用A-F双重临界值法,探索进入相对贫困阶段初期南疆四地州脱贫农户在收入、健康、教育以及生活水平四个维度的“相对剥夺感”。结果表明:从多维贫困程度看,多维贫困发生率为22.45%,多维贫困指数为0.0794;从多维贫困组成看,农户在收入和做饭燃料指标的“相对剥夺感”均最严重,其次是卫生设施和受教育年限指标。为此,应充分发挥南疆四地州自身资源和区域条件优势扶持重点产业发展,提高学校教育质量,完善生活基础设施三条返贫防治建议,为脱贫群体提供生活发展保障,改善农户的生活水平和生活质量。In the post-poverty era,revising and upgrading the existing poverty standards according to the latest manifestations of multidimensional poverty is of great significance for scientifically measuring the poverty reality in China and promoting poverty governance.Based on the data of 481 valid questionnaires in four regions of southern Xinjiang in 2019,this paper uses the A-F double critical value method to explore the"relative deprivation"of poverty-stricken farmers in four regions of southern Xinjiang in the four dimensions of income,health,education and living standard.The results show that the incidence of multidimensional poverty is 22.45%and the multidimensional poverty index is 0.0794.From the perspective of multidimensional poverty composition,farmers have the most serious sense of"relative deprivation"in the indicators of income and cooking fuel,followed by the indicators of sanitation facilities and years of education.Therefore,this study puts forward three suggestions to prevent and control poverty by giving full play to the advantages of resources and regional conditions of the four southern Xinjiang prefectures,which are supporting the development of key industries,improving the quality of school education and improving the living infrastructure,so as to provide life development guarantee for the poverty-stricken groups and improve the living standards and quality of farmers.
