摘　　要：本文在可持续发展背景下建立地方政府、生产商和消费者之间的演化博弈模型,探讨在新能源汽车博弈中各个利益主体的成本投入、净收益以及相关效用。演化博弈的稳定性结果表明:当生产商参与新能源汽车研发的增量收益高于增量成本时,无论政府是否采取激励型政策,生产商都会选择参与新能源的研发,因为参与新能源汽车开发可以对生产商带来收益。而当生产商参与新能源汽车研发的增量收益小于增量成本时,若生产商规模较大且缴纳税费大于增量利润,政府考虑到推动效果和帮扶力度,为刺激生产商投入新能源汽车研发,此时也会对其采取激励型政策;另外,政府对初次进入新能源领域的生产商应给予更高力度的优惠,降低生产商的进入门槛,这样才能激励更多生产商参与新能源研发,以促进新能源汽车产业健康、快速发展。In the context of sustainable development,this paper establishes an evolutionary game model between e-commerce platforms(producers)and local governments,e-commerce platforms and poor farmers(consumers),and discusses the cost input,net income and related utility of various stakeholders in the new energy vehicle game.According to the stability results of evolutionary game,when the incremental income of manufacturers participating in the research and development of new energy vehicles is higher than the incremental cost,whether the government adopts incentive policies or not,manufacturers will choose to participate in the research and development of new energy vehicles,because participating in the development of new energy vehicles can bring benefits to manufacturers.When the incremental income of the manufacturer participating in the research and development of new energy vehicles is less than the incremental cost,if the manufacturer is large and the tax payment is greater than the incremental profit,the government will also adopt incentive policies to stimulate the manufacturer to invest in the research and development of new energy vehicles in consideration of the promotion effect and assistance.On the other hand,the manufacturer government should give higher incentives to manufacturers who enter the new energy field for the first time and reduce the entry threshold of manufacturers,so as to encourage more manufacturers to participate in the research and development of new energy,so as to promote the healthy and rapid development of the new energy automobile industry.
