摘 要:深入分析了当前高校实验室安全管理面临的问题,包括人的不安全行为、设备的不安全状态、安全环境不佳和安全管理措施不到位等,阐述了由于安全系统的复杂性所导致的安全管理困境。基于韧性理论,提出了实验室安全管理包括三个方面,即避免事故发生的防御力、承受一定意外扰动抵抗力和发生意外扰动情况下维持主要功能的适应力,并构建了实验室安全管理韧性模型。最后,提出了基于实验室安全管理韧性属性和韧性模型的改进建议,包括需要开展更广泛的实验室安全教育,完善实验室硬件设施和技术手段,进一步优化实验室环境和改进实验室安全管理机制等,可为我国高校实验室安全管理创新提供模型框架和管理对策。The current problems of laboratory safety management in colleges and universities are intensively analyzed,including unsafe behavior of people,unsafe state of equipment,poor safety environment and inadequate safety management measures,etc.The safety management predicament due to the complexity of the safety system is described.Based on the resilience theory,it is proposed that laboratory safety management contains three aspects,namely,the defense force to avoid accidents,the resistance to withstand certain unexpected disturbances,and the adaptability to maintain main functions in the event of accidental disturbances.The resilience model of laboratory safety management is constructed.Finally,some suggestions are put forward based on the resilience attributes and resilience model of laboratory safety management,such as carrying out more extensive laboratory safety education,improving laboratory hardware facilities and technical means,further optimizing the laboratory environment,and improving management mechanisms,which provides a model framework and management countermeasures for the innovation of laboratory safety management in China’s colleges and universities.
