摘　　要：铁路作为国民经济的大动脉,在经济社会发展中发挥着重要作用。但是陆路贸易规则的不健全已经严重制约了铁路货运业务的发展。在中美贸易摩擦背景下,服务“一带一路”倡议,探索陆路贸易新规则,优化铁路货运运管体制,显得尤为重要。本文以铁路货运为背景,基于成都、重庆已开出的类似案例模式,搭建铁路货运单信用证交易模式及业务流程设计,并结合区块链、大数据、物联网、票据电子化等技术提出物流金融服务信息平台的理论模型,为本文创新业务流程的顺利进行提供技术支撑。最后总结并提出模型推广路线。As the artery of the national economy,the railroad plays an important role in economic and social development.However,the unsoundness of land trade regulations has seriously restricted the development of the railroad freight business.Under the background of trade friction between China and the United States,it is especially important to serve the“Belt and Road”initiative,explore new regulations of land trade,and optimize the rail freight management systems.This article takes rail freight as the background,based on the similar case models that have been debuted in Chengdu and Chongqing,builds transaction models of letter of credit and business process design for rail freight waybill,and proposes theoretical models of logistics financial service information platforms by combining technologies such as blockchain,big data,Internet of Things,electronic bills to provide technical support for the smooth implementation of innovative business process in this article.Finally,it concludes and proposes paths for the model promotion.
