摘　　要：当前国际经济格局发生了深刻变化,世界贸易规则进入重构时期,CPTPP作为目前最高标准的自由贸易协定,对各国的规制水平都提出了更高要求。陕西自贸试验区对标CPTPP国际经贸规则,可以形成与国际贸易、投资规则相衔接的制度创新体系,营造法治化、国际化、便利化的营商环境,推动“一带一路”建设,实现陕西外贸的高质量发展。Currently,the international economic landscape has undergone profound changes and the world trade rules are entering a period of restructuring.The Comprehensive and Progressive Agreement for Trans-Pacifi c Partnership(CPTPP),as the free trade agreement with the highest standard,has put forward higher requirements on the regulations of each country.Shaanxi Pilot Free Trade Zone matches the international economic and trade rules of CPTPP,which can form an institutional innovation system that relates to international trade and investment rules,create a business environment of rules of law,internationalization and facilitation,promote the construction of the“Belt and Road”and realize the high-quality development of Shaanxi’s foreign trade.
