摘　　要：某水利枢纽工程是一项民生水利工程,社会公益性强,经济指标较差。建设单位通过精细化经营管理,成功将不看好的项目变成集公益性和经济效益为一体的典范项目,实现了准公益性水利项目的可持续运营。A water conservancy complex project is a people's livelihood project with strong public welfare and poor economic index.Through fine operating management,the construction unit has successfully turned the unfavorable project into a model project integrating public welfare and economic benefits,realizing the sustainable operation of quasi-public welfare water conservancy projects.
