摘　　要：目的:分析2019年上海市医疗卫生资源状况及配置的公平性,为优化区域医疗卫生资源配置提供参考依据。方法:利用《2020年上海市统计年鉴》进行数据收集,采用基尼系数和泰尔指数相结合的方法对上海市医疗卫生资源配置的公平性进行分析。结果:上海市医疗卫生资源总量充足,但半中心城区、郊区及郊县人均占有量明显落后于上海市平均水平;上海市医疗卫生资源按人口配置公平性明显优于按地理面积配置公平性;医疗卫生机构配置公平性明显优于床位和医师配置公平性;医疗卫生资源配置区域性差异显著。结论:建议上海市政府加强宏观调控,合理规划区域间医疗卫生资源配置,进一步加强医疗卫生资源地理学配置的公平性,充分重视床位和医师配置的公平性。OBJECTIVE To analyze the current status of Shanghai medical and health resources and the fairness of their allocation in 2019,and to provide a reference for optimizing the allocation of regional medical and health resources.METHODS 2020Shanghai Statistical Yearbook was used for data collection,and the method of combining Gini coefficient and Theil index were adopted to analyze the fairness of the allocation of medical and health resources in Shanghai.RESULTS The total amount of medical and health resources in Shanghai was sufficient,but the per capita share of semi-central urban areas,suburbs,and suburban counties lagged behind that of Shanghai average;the fairness of Shanghai medical and health resources allocation by population was significantly better than allocation by geographic area;the fairness of allocation of health institutions was significantly better than that of beds and doctors;the allocation of medical and health resources varied significantly among regions.CONCLUSION It is recommended that the Shanghai Municipal Government strengthen macro-control and rationally plan the allocation of medical and health resources between regions;further strengthen the equity in the geographical allocation of medical and health resources;and pay full attention to the equity in the allocation of beds and physicians.
