摘 要:伴随着全社会数字化转型,5G网络与数据中心作为重要的数字基础设施,能耗与碳排放快速增长,将成为通信行业在2030年前实现碳达峰的关键因素。因此,如何在加速通信网络发展与落实国家“双碳”战略之间取得平衡,是通信行业亟需解决的重要课题。本文提出了面向“双碳”战略的通信网络发展思路,一是梳理传统能耗、能效与碳排放指标之间的关联,确定碳效指标;二是开展网络优化、推动网络共建共享,实现网络最优能效;三是借助国家“东数西算”工程,就地消纳清洁/可再生能源,降低数据中心PUE指标;最终,通信行业要赋能数字经济,通过自身适度增碳推动全行业大幅减碳,助力国家“双碳”战略。With the digital transformation of the whole society,as important digital infrastructures,5G network and data centers have rapid growth in energy consumption and carbon emissions,which will be the key factors for the communication industry to achieve carbon peak before 2030.Therefore,how to achieve a balance between accelerating the development of communication and implementing the carbon peaking and carbon neutrality strategy is an important issue to be solved urgently in the communication industry.This paper puts forward the development idea of communication network facing the carbon peaking and carbon neutrality strategy.Firstly,to sort out the relationship between traditional energy consumption,energy efficiency and carbon emission indicators,and determine the carbon efficiency indicators;Secondly,to carry out network optimization,promote network co construction and sharing and realize the optimal energy efficiency of the network.Thirdly,through the strategy of channelling more computing resources from the eastern areas to the less developed western regions,clean or renewable energy will be consumed locally and reduce the PUE of the data center.Finally,the communication industry should empowerment the digital economy,promote the substantial carbon reduction of the whole industry through its own carbon increase and help the carbon peaking and carbon neutrality strategy.
