摘　　要：作为无产阶级政党的重要领导制度安排,事前请示和事后报告早在中国共产党的创建和大革命时期就存在于党内政治生活实践中,这既是对马克思主义政党领导学说的继承和发展,也是在共产国际的直接指导下发生的,更是中国共产党在领导中国革命斗争实践中逐渐形成的。新民主主义革命时期,中国共产党请示报告制度历经了早期酝酿、初步形成、正式确立与普遍推广的发展脉络。它的建立和实施对当时加强党的领导和党的各方面建设,增强党的向心力、组织力和领导力发挥着重要历史功能。在深入学习贯彻党的十九届六中全会之际,重温中国共产党的历史,深入思考中国共产党如何根据革命的发展变化和维护党的集中统一领导的需要而不断创设请示报告制度,对于我们今天深刻理解和把握新时代党的领导制度体系的实质,推动全党牢固树立“四个意识”、坚决做到“两个维护”,仍然具有重要的启迪意义。Requesting instructions from and submitting reports to a higher authority was a crucial component of the proletarian party's leadership structure since the founding of the Communist Party of China and during the Great Revolution.This practice is not only a continuation and development of the Marxist Party theories but also takes place directly under the direction of the Comintern and develops over the course of the revolutionary struggle.The system has gone through gestation,first creation,formal establishment,and widespread popularization during the New Democratic Revolution period.The creation and implementation of this system have played a significant role historically in strengthening the Party's leadership,as well as its cohesive force,organizational capacity and guidance ability.In studying the sixth plenary session of the 19th Central Committee of the Communist Party of China,reviewing the history of the Communist Party of China,it is important to think about how the Communist Party of China has continuously created the requesting and reporting system in the light of the development situation and changes,in order for us to deeply grasp the essence of the Party’s leadership system in the new era.It will also strenghten“the Four Consciousnesses”and“the Two Upholds”.
