摘　　要：随着开放数据利用的不断发展,超越传统政企合作边界,融入更加多元的主体,如非政府组织、高校、研究者、专家、个人等所展开的“开放数据协作利用”将成为政府公共服务与治理的不二选择。文章基于相关学者对公共服务开放数据利用及其重要价值、类型的研究,分析了我国公共服务开放数据协作利用的现状和存在的问题,并提出了对之进行完善的对策。With the continuous development of open data utilization,it will go beyond the traditional governmententerprise cooperation boundary and integrate into more diverse subjects,such as"open data collaborative utilization"carried out by NGOs,universities,researchers,experts,individuals,etc.,will become the best choice for public services and governance of government.Based on the related scholars'research on the utilization of public service open data and its important value and types,this paper analyzes the current situation and existing problems of the collaborative utilization of public service open data in China,and proposes countermeasures to improve them.
