摘　　要：短视频行业迅速发展,但随之而来的应重视著作权,对维护著作权人合法权利及短视频行业有序、健康发展。建议廓清短视频平台事先审查与注意义务范围,建立明确的事后通知与删除的标准,完善权利人与短视频平台侵权纠纷的举证责任,推动短视频行业发展。The short video industry is developing rapidly, but the accompanying copyright infringement problem is also becoming more important. The legal rights of people and the orderly and healthy development of the short video industry pose serious challenges. The purpose of this paper is to suggest clarifying the scope of the short video platform’s prior review and duty of care, establish clear standards for post-event notification and deletion,improve the burden of proof for the right holder and the short video platform’s infringement disputes, and promote the development of the short video industry.
