南通推进跨江共建产业园区创新发展的实践与思考

摘　　要：近年来,南通加大与上海、苏南等地跨江联动合作开发力度,共建具有鲜明产业特色的共建产业园区。文章剖析了南通跨江合作共建产业园区的主要模式和成效,分析了制约共建产业园区发展的因素,并从完善体制机制建设、建立健全激励制度、强化特色主导产业,加大开发强度、增强金融吸纳能力5个方面提出对策建议。In recent years,Nantong has stepped up cooperation and development across the river with Shanghai,southern Jiangsu and other places to jointly build industrial parks with distinctive industrial characteristics.This paper analyzes the main modes and effects of the joint construction of industrial parks across the river in Nantong,and analyzes the factors restricting the development of the joint industrial parks.It also puts forward countermeasures and suggestions from five aspects:perfecting the system construction,establishing and perfecting the incentive system,strengthening the characteristic leading industry,increasing the intensity of development,and strengthening the ability of financial absorption.
