新时期“非零和博弈”关系下南通融入上海大都市圈方略研究

摘　　要：“双向赋能、重塑优化、新城谋划”已成为上海应对新时期“非零和博弈”区域关系的策略之举。为更好地融入上海大都市圈,建议南通锚定上海“北转型”的重要机遇,在积极主动接轨上海、优化两地服务机制、强化产业技术合作、打造现代产业公地等举措路径方面有所创新。Strategies like two-way empowerment,remodeled optimization,and new city planning have become strategic moves for Shanghai to cope with the“Non-Zero-Sum Game”regional relations in the New Era.In order to better integrate into Shanghai Metropolitan Area,it is suggested that Nantong should grasp the shifting opportunity from Shanghai to its northern neighbors,and make innovations in measures such as actively serving Shanghai,optimizing the service mechanism between two cities,strengthening the industrial technology cooperation and building modern industrial commons.
