数字赋能城乡双向流通体系建设的问题与路径——以安徽省宣城市为例

摘　　要：城乡双向流通体系的建设是新发展格局下的必然选择,是各类生产要素有效配置的有力推手,是拓展农村流通市场、激发农村消费潜力的重要渠道。本文运用灰色关联模型和信息量权重法实证分析2015—2020年安徽省宣城市城乡流通体系建设水平。研究发现:城乡经济发展不均衡、流通渠道不顺畅、信息流通不对等、体制机制不健全等因素严重制约了城乡流通体系的发展。为进一步助力数字乡村建设,本文基于数字赋能的视域,提出以发展数字经济为抓手,推进产业能级优化提升;以完善流通基础设施为导向,充分释放数字红利正向效应;以全面建设“数字乡村”为载体,助推乡村全面振兴;以打造高效数字政府为目标,提高治理现代化水平等路径推进城乡双向流通体系的建设。The construction of urban-rural two-way circulation system is an inevitable choice under the new development pattern,a powerful driving force for the effective allocation of various production factors,and an important channel to expand the rural circulation market and stimulate the potential of rural consumption.This paper uses grey correlation model and information weight method to empirically analyze the construction level of urban and rural circulation system in Xuancheng City,Anhui Province from 2015 to 2020.The study finds that the unbalanced urban and rural production structure,uneven circulation channels,unequal information circulation,imperfect system and mechanism seriously restrict the development of urban and rural circulation system.In order to further promote the construction of digital countryside,the development of digital economy is the whole,and the construction of“digital countryside”and the improvement of governance modernization.
