国家高等教育体系的演进:美国建国初期国立大学计划的实施探究

摘　　要：为建立培养高层次公民的国家高等教育体系,美国建国之初提出“国立大学计划”。考察该计划历经国会多次提议,并由多位开国政治领袖持续推进,但仍未通过决议的历史进程及原因,探讨美国建国之初高等教育发展面临的挑战,分析“国立大学计划”对美国高等教育世俗化、公立化政策制定的影响,能够较深入地理解美国早期高等教育民主化对高层次国家公民培养的重要性,为我国高等教育高质量发展提供借鉴。In order to establish a national higher education system that cultivates high-level citizens,the United States put forward the“National University Program”at the beginning of the founding of the country.By investigating the historical process and the reasons why the National University Program was proposed by Congress for many times and was continuously promoted by many political leaders of the founding of the country,but the resolution was not passed,the challenges faced by the development of higher education in the early days of the United States were discussed.Through analyzing the impact of“National University Program”on the secularization and publicization of higher education policy-making on the United States,it can provide a deeper understanding of the importance of the democratization of early higher education in the United States to the cultivation of high-level national citizens,and provide a reference for the high-quality development of higher education in our country.
