摘　　要：贫困妇女的脱贫不仅关系到妇女自身生存与发展,而且关系着阻断贫困的代际传递。目前,陕西省四类贫困妇女人数数量不小,要让贫困妇女形成自主脱贫意识,主动走出去发挥作用,必须聚焦四类贫困妇女的现实需求,建立起政府兜底、妇联扶持、社会力量参与的四类贫困妇女关爱服务体系。要制定和完善救助扶植性政策与措施,完善四类贫困妇女识别体制机制,建立妇联组织扶贫帮困效果评价机制;应努力化解疫情给贫困妇女带来的影响,建立以妇联组织为联结的四类贫困妇女帮扶互通机制和扶贫帮困多元参与主体联动机制;要为四类贫困妇女赋能,推进四类妇女扶贫工作向纵深发展,深入挖掘四类贫困妇女的潜能;要加大宣传,提高四类贫困妇女的自主脱贫意识,坚定妇女感党恩、听党话、跟党走的思想自觉和行动自觉。Poverty alleviation of poor women is not only related to their own survival and development,but also related to blocking the intergenerational transmission of poverty.At present,there are a large number of four categories of poor women in Shaanxi Province.In order to enable poor women to form a sense of independent poverty alleviation and take the initiative to go out and play a role,it is necessary to focus on the practical needs of the four types of poor women and establish a care and service system for the four types of poor women supported by the government,the support of women’s federations and the participation of social forces.At the same time,it is essential to develop and improve the supporting policies and measures,improve a linkage mechanism of multiple participants in poverty alleviation system,establish the evaluation mechanism of the four types of poverty alleviation work for poor women.Efforts should be made to address the impact of the epidemic on poor women,and a mechanism should be established to help and assist poor women of the four categories linked by women’s federations.We should empower the four categories of poor women,promote the development of poverty alleviation work for the four categories of women,and tap the potential of the four categories of poor women.We should raise the awareness of women in the four categories of poverty to help them out of poverty,and to ensure that women feel the Party’s gratitude,listen to the Party’s advice and follow the Party’s steps in thought and action.
