新时代刑侦与治安部门协同实施阵地控制方法研究

摘　　要：阵地控制是刑事侦查工作有效掌握主动性的侦查措施之一。在传统案件中,阵地控制所要求的前置条件不限于案件发生前与发生后。刑侦与治安部门协同实施阵地控制,不仅能拓展“从人到物”及“从物到人”的侦查模式,而且能有效提升侦查效率。目前,阵地控制实施的客体不仅局限于传统案件,对于新型电信网络犯罪的阵地控制更需要多部门协同实施。基于当前传统案件的阵地控制单一实施方法,对刑侦、治安两警种的协同作战必要性及阵地控制在新犯罪形势下的模式进行了研究。Position control is one of the effective measures to master the initiative of criminal investigation.In traditional cases,the preconditions required by position control are not limited to both before and after the occurrence of the case.Position control is one of the investigation measures to effectively master the initiative of criminal investigation.The cooperative implementation of position control by criminal investigation and public security departments can not only expand the investigation mode of“from man to thing”and“from thing to man”,but also effectively improve the efficiency of investigation.At present,with the rapid development of society and the improvement of people’s living standards,the object of position control implementation is not limited to traditional cases,but also requires the coordination of multiple departments to implement the position control of new telecommunication network crimes.Based on the single implementation method of position control in the current traditional cases,the necessity of cooperative operation between criminal investigation and public security and the mode of position control in the new crime situation are studied in the current study.
