摘　　要：[目的/意义]了解新时代用户信息需求和信息行为特征,对促进信息资源保障工作高质量发展与重构保障体系具有重要意义.[方法/过程]通过梳理已有研究,利用问卷调查法、综合分析法对新时代用户信息需求和信息行为进行调查和分析.[结果/结论]研究发现,新时代用户信息需求和信息行为表现出更注重信息内容质量、更倾向于使用电子资源等特征.与此同时,信息噪音严重、知识付费争议、信息素养较低等问题也日益凸显.研究认为,用户信息需求和信息行为特征的变化是社会逻辑、技术逻辑和市场逻辑共同作用的结果.贯彻以用户为中心的资源保障观是第一要务,满足用户信息需求、保障用户信息自由、平等获取更应成为保障工作的重点与基本目标;注重技术应用是服务提升的主要手段,体现人文关怀、效率、数量与质量齐头并进更应成为服务发展的底线和追求;保护和传承人类文化遗产是保障体系必须承担的历史使命,提升公民信息素养、推动创新型国家建设和社会文明整体进步更应成为保障体系建设的当务之急.[Purpose/Significance]Understanding the characteristics of user information requirements and information behaviors in the new era,which are of great significance to promote the high-quality development of information resource supporting activities and reconstruct the information resource supporting system.[Method/Process]Through combing the existing research,this paper investigated and analyzed the user information requirements and information behaviors in the new era by using questionnaire survey and comprehensive analysis.[Result/Conclusion]As has been found,the information requirements and information behaviors of users in the new era show a trend of more attention to information content quality,and more inclination to use electronic resources.Meanwhile,problems such as serious information noise,controversy about knowledge payment,and low information literacy are increasingly prominent.According to the research,the changes in the characteristics of user information requirements and information behaviors are the result of the joint action of social logic,technological logic,and market logic.The implementation of user-centered resource security is the first priority,but satisfying user information requirements and guaranteeing their free and equal access to information should be the focus and basic goal,focusing on technology application is the main means to enhance services,but reflecting humanistic care,efficiency,quantity,and quality should be the bottom line and pursuit of service development;protecting and passing on human cultural heritage is the historical mission of resource security that must be undertaken,but enhancing citizens'information literacy and promoting the construction of an innovative country and the overall progress of social civilization should become the urgent task.
