摘　　要：探究智慧城市如何通过累积效应和互动关系影响城市资源环境承载能力。采用陕西省10个地级以上城市2015—2019年的面板数据,以四螺旋理论为基础,从政府、产业、高校研究机构以及市民社会4类创新主体出发,从智慧治理、智慧生活、智慧环境、智慧人力资本和智慧经济对智慧城市建设水平进行评价,通过结构方程模型与模糊集定性比较分析,探索智慧城市建设各维度对资源环境承载能力的影响及其联合效应与互动关系。研究发现:(1)智慧环境、智慧人力资本和智慧经济对资源环境承载能力有显著正向效应;(2)智慧经济在推动提高资源环境可承载力中起到关键作用;(3)存在经济拉动型、环境治理型、绿色发展型和创新驱动型等4条提升资源环境承载能力的智慧城市建设路径,具体可归纳为产业升级推动式和环境规制拉动式;(4)在一定情形下智慧经济与智慧治理、智慧环境之间具有替代关系,智慧经济是提升资源环境承载能力的重要方式。最后提出建设智慧城市应清晰自身比较优势,并从产业和智慧经济发展、环境规制运用等方面提出提升城市资源环境承载能力的建议。This paper explores how smart city construction(SCC) affects resource environmental carrying capacity(RECC) through the joint effect and interactive relationship among multiple dimensions of SCC. Using the panel data of 10 cities in Shaanxi province from 2015 to 2019, starting from the government, industry, university research institutions and civil society, it evaluates the level of SCC from the perspectives of smart governance, smart life, smart environment, smart human capital and smart economy based on the four helix theory, then, explores the single dimension effect and the joint effect, and interactive relationship among multiple dimensions of SCC on RECC by structural equation model(SEM) and qualitative comparative analysis of fuzzy sets(fsQCA). The results show that:(1)Smart environment, smart human capital and smart economy have a significant positive effects on RECC.(2) Smart economy plays a key role in promoting the improvement of RECC.(3) There are four paths of SCC to enhance RECC, namely, models of economic pull, environmental governance, green development and innovation-driven,which can be summarized as types of industrial upgrading push and environmental regulation pull.(4) Under certain circumstances, there is a substitution relationship between smart economy, smart governance and smart environment,and smart economy is a key way to enhance RECC. Finally, it proposes that SCC should clarify its own comparative advantages, and puts forward suggestions to enhance RECC from the aspects of industrial and smart economic development, environmental regulation, and so on.
