信息技术时代社会治安治理路径探究——基于全景敞视主义的视角

摘　　要：随着大数据、云计算、人工智能等新一代信息技术的发展与应用,社会治安治理存在技术依赖、信息安全风险、忽略技术价值、在线监督无序等困境。全景敞视主义理论建构的主体、权力互动关系可以为当前治安治理困境提供启发。即在权力从国家走向社会、冲突走向合作、纵向走向横向的社会治安治理中,遵循以技术赋效能、以扁平趋共享、以多元促革新、以柔性化矛盾、以开放合民意的治理运作逻辑,实现权力的合理配置与有效运行。因此,在信息技术嵌入社会治安治理过程中,应构建起以“以人为本”理念为基础、“双向流动”向度为核心、兼顾隐私保护为准则、数字技术赋能为支撑的社会治安“全景”治理模式,从而提升治安治理效能。and artificial intelligence,there are dilemmas of technological dependence,information security,neglect of technological value,and online supervision disorder in social security governance.The subject and power interaction relationship in panopticism can provide inspiration for the current dilemmas.That is,in the social security governance from state to society,from conflict to cooperation,and from vertical dimension to horizontal dimension,the operational logic of governance,in which efficiency is empowered by technology,sharing promoted by flatness,innovation driven by pluralism,conflict dissolved by flexibility,and public opinion supported by openness,is followed for the rational allocation and effective operation of power.Therefore,in the process of integrating information technology into social security governance,public security governance should be enhanced by creating a “panoramic” governance model which is based on the concept of “people-oriented” and the core of “two-way flow”,combined with the principle of privacy protection,and empowered by digital technology.
