摘 要:自1946年正式启动以来,“富布赖特计划”通过教育、文化和科学领域的交流合作成功吸引了世界各地的优秀学生与杰出学者,成为美国国务院的教育交流旗舰计划。倡议联盟框架对分析“富布赖特计划”制定与实施过程中的权力博弈具有创新性及适切性。基于倡议联盟框架对“富布赖特计划”的政策子系统联盟构成和信念体系、以政策为导向的博弈与学习、联盟权力博弈对该计划的制定与实施影响进行研究,发现信念体系的冲突是引发联盟间权力博弈的根本原因,联盟间的博弈与学习是推动“富布赖特计划”发展的重要机制,作为政策掮客的非营利性组织是联盟间博弈的缓冲器。Since its establishment in 1946,the Fulbright Program has been revised and improved for many times and has become the U.S.Department of State’s flagship program for attracting excellent students and distinguished scholars worldwide through academic exchange in the fields of education,culture and science.Considering the innovativeness and appropriateness of the Advocacy Coalition Framework,this article analyzes its formation of coalitions and belief systems,policy-oriented game and learning within the policy subsystem and the influence of power game on the formation and implementation of the Fulbright Program.It is revealed that the conflict of belief systems is the fundamental reason for the power game between coalitions;policy-oriented game and learning is the important mechanisms for the minor changes of the Fulbright Program;and the non-profit organization as policy broker is a buffer of the power game between coalitions.
