摘　　要：直播卫星出现故障,会导致广大用户无法正常接收电视节目,有损于党和国家的形象。利用基于3D-GIS的直播卫星应急调度平台,可以快速恢复电视节目的输出,降低对广大用户观看节目的影响。首先对引起直播卫星故障的原因进行系统性分析,提出规范化应急措施,建立应急词库模型和应急组织模型;其次利用3D-GIS技术将直播卫星搭建成空地一体化的可视化云平台,该平台通过调用应急词库模型和应急组织模型动态生成应急预案,该预案可以指导操作人员快速调度相关机构单位,并与之协作,调用安播资源恢复电视节目的播出。When the direct broadcasting satellite fails,the majority of users can not receive TV programs normally,which is harmful to the image of the party and the country.Using the direct broadcasting satellite emergency dispatching platform based on 3D-GIS can quickly restore the output of TV programs and reduce the impact on the majority of users watching programs.Firstly,the causes of direct broadcast satellite failure are systematically analyzed,standardized emergency measures are proposed,and emergency lexicon model and emergency organization model are established.Then,the direct broadcasting satellite is built into a visible cloud platform of air-ground integration by using 3D-GIS technology.The platform can dynamically generate emergency plan by calling emergency lexicon model and emergency organization model,which can guide operators quickly dispatch the relevant organizations and units,and cooperate with them to recover the broadcast of TV program by using the broadcasting resources.
