人才振兴视角下专家服务队赋能乡村振兴探索——以清远市为例

摘　　要：乡村全面振兴最关键、最基础的是乡村人才振兴,为赋能乡村全面振兴,专家服务队发挥着很大作用。以清远市为例,课题组通过实地调研和访谈,考察了清远市对组建专家服务队的做法,了解了专家服务队的工作内容、取得的成效。调查研究发现,专家服务队面临着人才结构欠缺合理、内部沟通较少,凝聚力小、服务浅尝辄止、忽视农民主体地位等困境。因此,为保证专家服务队的发展,持续赋能乡村振兴,政府应完善人才队伍结构、促进专业人员的有序流动、做好专家的保障服务,而服务队自身也应做好有效沟通、持续培养乡村本土人才、提高服务质量。希望本研究能为其他地区乡村振兴提供可学习借鉴的经验。The most critical and basic of rural comprehensive revitalization is the revitalization of rural talents.In order to empower rural comprehensive revitalization,such talents as expert service teams play a great role.Taking Qingyuan City as an example,through field research and interviews,the research group examines the practice of Qingyuan City in the formation of expert service teams,and understands the work content and achievements of expert service teams.The survey found that the expert service team was faced with such difficulties as the lack of reasonable talent structure,less internal communication,small cohesion,formal service,and ignoring the dominant position of farmers.Therefore,to ensure the development of the expert service team and continuously empower the rural revitalization,the government should improve the talent team structure,promote the orderly flow of professionals,and do a good job of expert security services,while the service team itself should also do a good job in effective communication,continue to cultivate local talents in rural areas,and improve service quality.It is hoped that this study can provide learning experience for rural revitalization in other regions.
