基于政策文本分析的江苏省科技创新政策研究

摘　　要：科技创新政策目标的实现必须依靠各种政策工具的合理组合、有效搭配,进而推动创新驱动发展。文章从政策维度属性和政策工具属性构建“二维”模型,对江苏2011—2020年发布的现行有效的50份科技创新政策文本进行了系统分析,指出江苏省科技创新政策存在密度、强度、力度分布不均,政策工具整体比例失衡,需求侧政策工具的拉动作用不够明显等不足,提出应增强推进各项科技创新政策目标实现的整体合力,注重各政策工具的合理组合搭配和动态平衡等对策建议,以期为区域科技创新研究和实践提供参考。The realization of scientific and technological innovation policy objectives must rely on the reasonable combination and effective collocation of various policy tools,so as to promote innovation driven development.This paper constructs a“two-dimensional”model from the attributes of policy dimension and policy tools,systematically analyzes the 50 currently effective scientific and technological innovation policy texts issued in Jiangsu province from 2011 to 2020,and points out that there are some deficiencies in Jiangsu’s scientific and technological innovation policies,such as uneven distribution of density,intensity and strength,unbalanced proportion of policy tools,and insufficient pulling effect of demand side policy tools.It is proposed that we should strengthen the overall joint force to promote the realization of various scientific and technological innovation policy objectives,and pay attention to the reasonable combination and dynamic balance of various policy tools,so as to provide reference for the research and practice of regional scientific and technological innovation.
