摘　　要：公共建筑已经成为建筑行业节能减碳的重要领域。本文通过对北京市公共建筑节能工作的回顾,指出目前公共建筑管理方面存在的问题,提出智慧楼宇控制系统的概念、及节能联合经济体的商业模式,致力于在“双碳”背景下,打造基于数据驱动的公共建筑低碳化数字化新场景,并从试点项目推进、政策扶持、技术培训和标准制定等方面提出助力这一模式发展的对策和建议。Public Building has become an important area of energy saving and carbon reduction in the construction industry.Based on the review of the energy-saving work of public buildings in Beijing,this paper points out the problems existing in the management of public buildings at present,puts forward the concept of intelligent building control system and the business model of energy-saving United Economy,to create a new data-driven low-carbon energy-saving scenario for public buildings in a carbon-neutral context,and from the pilot projects,policy support,technical training and standard-setting,and other aspects to promote the development of this model of countermeasures and recommendations.
