超大城市数字政府建设的演进路径与变迁逻辑

摘　　要：议题的界定与变迁是理解数字政府建设历史和趋向的关键。基于中央和省级党委机关报中超大城市数字政府建设的相关文本,引入时间维度,分析上海市数字政府建设议题的演进路径,并解释其变迁逻辑。实证分析表明,上海市数字政府建设议题大致遵循了从“松散均衡型网络”转向“密集协调型网络”的变迁路径,议题网络总体上趋向多元,重要议题持续占据主导地位。超大城市在推进数字政府建设议题的调整中应主动借助政策势能,积极平衡治理任务与社会需要之间的张力,并根据城市特征合理安排数字政府建设进程,提升数字政府建设的整体性、协同性、开放性和实用性水平。Issue definition and change are the keys to understanding the history and tendency of digital government construction.Based on the texts related to digital government construction in mega-cities in party newspapers,this paper introduced the temporal dimension to analyze the path patterns of issue changes in Shanghai digital government construction and discussed its evolution logic.The study finds that the issues of digital government construction in Shanghai generally follow the path of change from a“loose and balanced network”to a“dense and coordinated network”,and the issue network tends to be diversified in general,with important issues continuing to dominate.The study concludes that mega-cities should take the initiative to balance the tension between governance tasks and social needs through the promotion of policy potential,and reasonably arrange the process of digital government construction according to city characteristics,so as to improve the level of integrity,synergy,openness and practicality of digital government construction.
