过程管理视角下专利转移问题与对策探究

摘　　要：为有效提高科研管理水平,促进科研专利成果转移转化,指出了专利转移管理改革存在的问题,包括科研管理部门分工过细,改革“放管服”环节较多,科研人员工作要点与顶层设计侧重点不同,其在科研管理政策中的参与度不高。基于过程管理角度,提出了改革科研院所专利转移管理的对策:一体化转变专利成果转移政策,转变绩效考核政策思维,控制技术转移风险,增强知识产权意识,分级管理专利,优化配置资源,满足企业需求,扩宽沟通途径。通过做好科研开发、管理专利、转化专利、售后服务等,将改革政策落实到专利转移各个阶段中,使科研院所专利转移能力得到大幅度提升。In order to improve scientific research management level,and promote the patent transfer of science research patent achievements,the study points out the problems of patent transfer management reform,including too meticulous scientific research management departments,many links of“release,management and service”reform,different key points and top-level design emphasis of the working of scientific research staff,and low participation of scientific research management policy.Based on the perspective of process management,the study proposes the countermeasures for the reform of patent transfer management of scientific research institute,i.e.to integrate patent achievement transfer policy,transfer performance examination policy thinking,control technology transfer risk,increase knowledge intellectual property consciousness,classify management patent,optimize resource allocation,satisfy enterprise demands,and enlarge communication path.Through scientific research development,management patent,transfer patent,and after-sales service,etc,reform policy is implemented into all stages of patent transfer,and patent transfer ability of scientific research institute is greatly improved.
