摘　　要：实现基层治理现代化是实现国家善治的重要内容。随着我国经济社会发展的深刻转型,基层社会治理的碎片化、分散化、矛盾化特征日趋明显,推动多元共治成为提升基层治理水平的重要手段。在对安徽省基层社会多元共治创新实践调研和总结的基础上,指出了安徽省基层社会治理存在的不足。在借鉴发达地区基层社会多元共治经验的基础上,从完善多元主体共治机制建设、提升多元主体基层治理能力、畅通公众利益诉求表达渠道、加强基层治理监督考核与指导等方面提出了推动安徽省基层社会多元共治的政策建议。Realizing the modernization of grass-roots governance is an important part of realizing good national governance.With the profound transformation of China s economic and social development,the characteristics of fragmentation,decentralization and contradiction of grassroots social governance are becoming increasingly obvious,and promoting pluralistic co-governance has become an important means to improve the level of grassroots governance.On the basis of summarizing the innovation practice of pluralistic co-governance at grassroots level in Anhui Province,this paper analyzes the existing problems of social governance at grassroots level in Anhui Province.Based on the experience of pluralistic co-governance at grass-roots level in developed areas,this paper puts forward some policy suggestions to promote pluralistic co-governance at grass-roots level in Anhui Province from the aspects of perfecting the construction of pluralistic co-governance mechanism,enhancing the governance capacity of pluralistic grass-roots level,opening up the channels for the expression of public interest demands,and strengthening the supervision,assessment and guidance of grassroots governance.
