摘  要:“十四五”规划提出要加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局,在新发展格局下构建邮轮旅游新格局是学术界亟待解决的问题。文章采用DEA-BCC模型分别对国际邮轮旅游业和内河及近海邮轮旅游业的效率进行测算,结果表明我国邮轮旅游产业效率整体水平较低,基本处于无效率状态,但是效率值有上升的趋势,省份之间的效率水平差距明显,内河和近海邮轮旅游产业的效率值总体高于国际邮轮旅游产业。由于国际邮轮尚未实现全面复航,未来我国应以国内大循环为重点,大力推进内河邮轮旅游发展,并推动邮轮全产业链发展。The“14th Five-Year Plan”proposes to accelerate the construction of a new development pattern with the domestic cycle as the main body and the domestic and international dual cycles promoting each other.Under the new development pattern,the construction of a new pattern of cruise tourism is an urgent problem for scholars to solve.In this paper,the DEA-BCC model is used to measure the efficiency of international cruise tourism and inland and offshore cruise tourism,respectively.The results show that the overall efficiency of China’s cruise tourism industry is low,basically in a state of inefficiency,but the efficiency value has an upward trend.The efficiency level gap between provinces is obvious,and the efficiency value of the inland and offshore cruise tourism industry is generally higher than that of the international cruise tourism industry.Since the international cruise ship has not yet fully resumed sailing,China should focus on the domestic circulation in the future,vigorously promote the development of inland cruise tourism,and promote the development of the entire cruise industry chain.
