政策工具视角下我国智慧养老发展中的政府介入研究

摘　　要：实施积极应对人口老龄化国家战略将进一步激发以新一代信息技术为基础的智慧养老事业和产业的发展。基于智慧养老政策工具和智慧养老发展领域二维分析框架,采用内容分析法对中央层面的智慧养老政策文本进行量化分析,研究发现:强制性政策工具和混合型政策工具被高频运用,但前者使用比例在不断下降、后者使用比例在不断上升,自愿性政策工具很少被运用;我国政府积极介入智慧养老发展,尤其是在智慧养老事业发展中充分发挥了兜底保障的作用,且政府介入智慧养老发展的方式多样化,并注重与其他行动主体合作共同推进智慧养老产业高质量发展;但智慧养老相关标准体系还有待完善,智慧养老产品和服务的供需双方需要各类补贴政策予以激励,相关市场需要完善、相关社会组织的力量有待开发。The implementation of the national strategy to actively cope with the aging population will further stimulate the development of smart elderly-care undertakings and industries based on the new generation of information technology. Based on the smart elderly-care policy tools and two-dimensional analysis framework in the field of smart elderly-care development, the content analysis method is used to quantitatively analyze the smart elderly-care policy text at the central government level. The results show that mandatory policy tools and hybrid policy tools are frequently used, but the proportion of the former is decreasing with the proportion of the latter increasing, and the voluntary policy tools are rarely used. The government actively intervenes in the development of smart elderly care, especially giving full play to the function of providing for the bottom guarantee. In addition, the government intervenes in the development of smart elderly care in diversified ways, focusing on cooperation with other actors to jointly promote the high-quality development of the smart elderly-care industry. However, the standard system of smart elderly care needs to be improved. The supply and demand of smart elderly-care products and services need to be encouraged by various subsidy policies, the relevant market needs to be improved, and the power of relevant social organizations needs to be developed.
