灾害档案专题数据库建设的现实思考--以湘江流域为例

摘　　要：灾害档案专题数据库建设是强化灾害档案数字化、信息化管理的有效途径,对促进灾害档案知识管理、推动地方新型智库建设、提高地方政府防灾减灾能力有着积极的推进作用,需要“共建共治共享”的建设理念、快速发展的信息技术、海量的灾害档案资源为其提供现实保障。以湘江流域为例,进一步指出明确建设思路、把控建设质量、协同多元建设主体、注重专业人员培养等建设过程中需要重点解决的问题,以期为灾害档案专题数据库建设的实现提供参考借鉴。The construction of the thematic database of disaster archivesis an effective way to promote the digitization and information management of disaster archives,and has a positive role in promoting theknowledge management of disaster archives,promoting the construction of new local think tanks,and improving the abilty of local govermments to prevent and reduce disasters.Taking the Xiangjang River Basin as an example,it is further pointed out that the problems that need to be solved in the construction process such as clarifying the construction ideas,controlling the construction quality coordinating the main body of construction,and paying attention to the training of professionals are furherpointedout,in order to provider eference for the realization of the construction of the thematic database of disaster archives.
