摘　　要：党的十八大以来,我国通过农村土地产权制度、承包经营制度、征地制度、集体经营性建设用地入市制度、宅基地使用制度等一系列制度改革,完善了农村土地产权权能,提高了农村土地市场配置效率,促进了脱贫攻坚的实现和乡村振兴的推进。未来深化农村土地制度改革要进一步坚守土地公有性质不动摇、农民利益不受损、耕地和生态红线不突破、发挥市场配置资源的决定性作用不改变等战略底线,以服务乡村振兴战略落实为核心战略目标,全面完善和稳妥落实农村承包地、征收土地、集体经营性建设用地、宅基地“四块地”统筹改革的战略任务,以数字化、信息化和智能化为改革支撑和关键抓手,不断优化农村土地制度改革效果,全面助力脱贫攻坚成果的巩固拓展和乡村振兴战略的切实实现。Since the 18th National Congress of the Communist Party of China,through a series of institutional reforms,such as the rural land property rights system,the agricultural land contract management system,the land acquisition system,the system of collective commercial construction land entering the market and the rural homestead system,China has improved the rural land property right,improved the allocation efficiency of the rural land market,and helped to achieve poverty alleviation and promote rural revitalization.In the future,in order to deepen the reform of rural land system,we must further adhere to the four strategic bottom lines of unswerving public ownership of land,not harming the interests of farmers,not breaking through the red line of cultivated land and ecology,and not changing the decisive role of the market in allocating resources.We should take serving the implementation of the rural revitalization strategy as the core strategic goal,comprehensively improve and steadily implement the strategic tasks of the reform of"four pieces of land",including rural contracted land,expropriated land,collective commercial construction land and rural homestead.And we also must use digitization,informatization and intelligence as the support and key starting point for reform,continuously optimize the effect of the reform of rural land system,and comprehensively help to consolidate and expand the achievements of poverty alleviation and the practical realization of the rural revitalization strategy.
